Marine Corps Drug Testing Program/Amplifying Guidance
This MARADMIN provides updated guidance for the Marine Corps Drug Testing Program, requiring all urinalysis sample bottles to be individually enclosed in leak-proof secondary containers with absorbent material effective immediately. The message establishes clear responsibilities for Urinalysis Program Coordinators, observers, and Substance Abuse Control Officers in the collection, packaging, and shipping process, and applies to the entire Marine Corps Total Force.

1. This MARADMIN provides amplifying guidance for packaging and shipping urine samples to all servicing Drug Screening Laboratories (DSLs) for drug screening.<br> 1. Effective immediately, all urinalysis sample bottles must be individually enclosed in a leak-proof secondary container (e.g., a sealable single specimen plastic bag), to prevent and contain leakage. Each individual, leak-proof secondary container will contain sufficient absorbent material to absorb the entire contents of the specimen bottle, should leakage occur.<br> 2. The Urinalysis Program Coordinator (UPC) shall administer the collection process of the urinalysis testing program for his or her respective unit, conduct observer brief prior to each testing event, and attach a copy of the brief sheet signed by the observer and the UPC with collection paperwork.<br> A. UPCs shall direct each donor to provide a maximum volume of 75 milliliters of urine in each bottle. At no time will more than 75 milliliters of urine be allowed in a single bottle.<br> B. UPCs will review all documentation and chain of custody documents associated with the collection procedure before samples are packaged and shipped to DSLs.<br> 3. Urinalysis observers will ensure that each donor wipe off urine spill from bottle prior to returning to collection table. If evidence of urine spill is noted on bottle label, urine will be transferred into a new bottle by the donor and a new label affixed to the bottle.<br> 4. Unit Substance Abuse Control Officers (SACOs) shall inspect each bottle prior to packing ensuring that the lids of all specimen bottles are securely tightened, properly sealed, the bottles are enclosed in a leak-proof secondary container with sufficient absorbent material to absorb specimen contents in the event of leakage, and there is no evidence of leakage on the bottle label or box prior to securing shipping package. This review will be marked on chain of custody form DD Form 2624 for each shipment.<br> 5. The Installation Drug Demand Reduction Coordinator (DDRC) or Substance Abuse Counseling Center (SACC) representative provides all material necessary in support of urinalysis testing, i.e., sufficient amount of leak-proof secondary containers and absorbent material.<br> 6. DDRC or SACC representative will ensure all SACOs, UPCs, and Observers are properly trained to administer unit and command level urinalysis testing events, and provide refresher training when warranted to reduce discrepancies and improve urinalysis testing proficiency.<br> 7. Headquarters Drug Demand Reduction Program will conduct periodic Oversight and Training visits to ensure compliance, evaluate urinalysis testing process, SACO and UPC training, and implement corrective action to mitigate urinalysis testing discrepancies.<br> 8. This MARADMIN is applicable to the Marine Corps Total Force.<br> 9. Release authorized by M. C. Balocki, Director, Marine and Family Programs Division.
