Expanded Authoritative Database Checks During the Site Access Control Process

1.  The continued screening and vetting of persons entering and/or requesting access is critical to ensuring the safety and security of those persons living and working aboard Marine Corps sites and the security of our resources and assets.  Beginning 1 November, 2021, all Service electronic Physical Security Access Control Systems (ePACS) will be provided access to additional authoritative databases, including the Violent Persons File, Wanted Persons File, and the National Sex Offender Registry (NSOR), which will enhance screening.  This MARADMIN reaffirms guidance and procedures associated with Site Perimeter Access Control in accordance with the references.
2.  Background.  Reference (a) directs DoD component heads with authority, direction, or control over installations to establish DoD component-level policies for installation access control; implement procedures for all populations to gain access to component installations by developing uniform processes to verify the identity, determine the fitness, and verify a purpose of all persons requesting access to installations; field ePACS at all component installations; and implement credential requirements, fitness disqualifications, Privacy Act statement, and redress and appeal processes for individuals denied unescorted access.  Reference (b) provides Marine Corps Site Perimeter Access Control guidance in accordance with reference (a).
3.  Execution.  Reference (b) identifies the criteria which will deny persons access to and/or serve to debar access to the site.  Reference (b), provides procedures for debarment orders and includes an appeal process for an individual, with accurately identified derogatory information that prevents them from establishing historic or current fitness, to appeal the denial of access and request an exception.  Reference (b) further provides procedures for redress which allows an individual to de-conflict his/her identity with that of another individual with whom they are mistaken.
3.a.  Site commanders serve as the authority for all waiver and redress requests.  Reference (b) stipulates that all persons denied access to Marine Corps sites and subsequently debarred may appeal their debarment to the site commander.  All requests shall be coordinated and staffed through the Staff Judge Advocate and Provost Marshal's Office/Marine Corps Police Department for comment to the site commander.  All original determinations regarding debarment must be provided to the affected individual in person or via registered mail.
3.b.  In accordance with reference (b), commanders will ensure that Site Perimeter Access Control requirements, adjudication criteria and appeal and redress policy is conspicuously posted at the Visitor Control Center and provided on the site internet homepage.
3.c.  All collection, use, maintenance or dissemination of Personally Identifiable Information will be conducted in accordance with the Privacy Act of 1974, as amended (5 U.S.C. 552a) and implemented in accordance with reference (c).
