Announcement of Electronic Request Process for Marine Corps Foreign Language Proficiency Bonus Exception in Support of Mission Requirements

This MARADMIN announces the implementation of an electronic request process for Foreign Language Proficiency Bonus (FLPB) exceptions to support mission requirements, effective November 1, 2017. Marines must now submit FLPB exception requests through a designated Intelink website, with approval required from the first O-5 in their chain of command or personnel with By Direction authority. This process applies to the entire Marine Corps Total Force.

1.  Purpose.  This MARADMIN announces the implementation of the electronic request process for Foreign Language Proficiency Bonus (FLPB) Exception in support of ad hoc requirements.  This process will be effective 1 November 2017.<br>
2.  FLPB Eligibility.  All FLPB eligibility requirements contained in refs (a) and (b) remain in effect.<br>
3.  Request Process.  Ref (b) requires Marines to submit a request to receive FLPB by exception.  To initiate a request for FLPB, Marines must now visit the website https:(slant)(slant)intelshare.intelink.gov/sites/hqmcintel/io/iop/flp/ and select the "Submit FLPB Exception Request" link, read and follow all instructions, and fill out the electronic form entirely.  A Common Access Card is required to access the site.  Administrative units will be able to submit requests on behalf of their Marines.<br>
4.  Actions for Commanders.  Commanders must approve all requests for FLPB.  Once submitted, an e-mail will be sent from the Intelink system to the signatory authority containing instructions and a link to approve the request.  The approval authority for these requests is the first O-5 in the Marine's Chain of Command or personnel with By Direction authority.<br>
5.  Applicability.  This MARADMIN is applicable to the Marine Corps Total Force.<br>
