DC, CDI Reorganization
This MARADMIN announces the reorganization of the Deputy Commandant for Combat Development and Integration (DC, CD&I) to assume responsibility as the MAGTF Integrator, transitioning from requirements-based planning to capabilities-based planning (CBP). The reorganization restructures Marine Corps Combat Development Command (MCCDC) into five major components, including the new Capabilities Development Directorate (CDD) with eight integration divisions, and establishes new processes for combat development activities across the Marine Corps.

1. SITUATION. A. PURPOSE. PER CMC INTENT AND REF (A), DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC, CD&I) ASSUMES THE RESPONSIBILITY AS THE MAGTF INTEGRATOR. B. BACKGROUND. (1) REFERENCES (B) AND (C) REQUIRE ALL BRANCHES OF THE ARMED FORCES TO TRANSITION FROM REQUIREMENTS BASED PLANNING TO CAPABILITIES BASED PLANNING (CBP); A PROCESS THAT UTILIZES A TOP DOWN APPROACH STARTING WITH NATIONAL AND DEPARTMENT OF DEFENSE (DOD) GUIDANCE. TO SUPPORT THE DOD TOP DOWN CBP PROCESS, DC, CD&I HAS REORGANIZED MARINE CORPS COMBAT DEVELOPMENT COMMAND (MCCDC) AS FOLLOWS: (A) CG MCCDC, HQ STAFF, AND QUANTICO BASE STRUCTURE REMAINS THE SAME. (B) CG TRAINING AND EDUCATION COMMAND (TECOM)/HQ STAFF SUPPORTED BY NINE COMMANDS. TECOM RETAINS ALL PREVIOUS COMMANDS AND GAINS THE MARINE CORPS CENTER FOR LESSON LEARNED (MCCLL). IN ADDITION, TECOM ESTABLISHED THE CENTER FOR ADVANCED OPERATIONAL CULTURE LEARNING (CAOCL). 1 EDUCATION COMMAND 2 TRAINING COMMAND 3 MARINE CORPS RECRUIT DEPOT (MCRD) SAN DIEGO 4 MCRD PARRIS ISLAND 5 MAGTF TRAINING COMMAND 6 MARINE AVIATION WEAPONS AND TACTICS SQUADRON ONE (MAWTS-1) 7 MOUNTAIN WARFARE TRAINING CENTER (MWTC) 8 MAGTF STAFF TRAINING PROGRAM (MSTP) 9 WEAPONS TRAINING BATTALION (WTBN) (C) CG MARINE CORPS WARFIGHTING LAB (MCWL)/HQ STAFF SUPPORTED BY EIGHT DIVISIONS. MCWL RETAINED ALL PREVIOUS RESPONSIBILITIES AND GAINED THE RESPONSIBILITY TO DEVELOP USMC CONCEPTS/CONOPS AND IDENTIFY USMC CAPABILITIES TO SUPPORT THE CBP PROCESS FOR COMBAT DEVELOPMENT ACTIVITIES. NOTE: THE FIRST THREE DIVISIONS BELOW WERE FORMER EFDC DIVISIONS. 1 CONCEPTS AND PLANS 2 JOINT CONCEPT DEVELOPMENT AND EXPERIMENTATION (JCDE) 3 CENTER FOR EMERGING THREATS AND OPPORTUNITIES (CETO) 4 OPERATIONS & CIED 5 EXPERIMENTATION 6 TECHNOLOGY 7 SEA VIKING 8 WARGAMING. (D) DIRECTOR, CAPABILITIES DEVELOPMENT DIRECTORATE (CDD) SUPPORTED BY EIGHT DIVISIONS. EXPEDITIONARY FORCE DEVELOPMENT CENTER (EFDC) HAS BEEN DISESTABLISHED. NOTE: PERSONNEL FROM THE FORMER EFDC DOCTRINE AND MATERIEL CAPABILITIES DIVISIONS HAVE BEEN ALLOCATED BY WARFIGHTING FUNCTION INTO EACH INTEGRATION DIVISION. THE CDD IS ESTABLISHED, COMPRISED OF: 1 MAGTF INTEGRATION DIVISION (MID) 2 FORCE PROTECTION INTEGRATION DIVISION (FPID) 3 COMMAND AND CONTROL INTEGRATION DIVISION (C2ID) 4 LOGISTICS INTEGRATION DIVISION (LID) 5 FIRES AND MANEUVER INTEGRATION DIVISION (FMID) 6 INTELLIGENCE INTEGRATION DIVISION (IID) 7 SEABASING INTEGRATION DIVISION (SBID) 8 TOTAL FORCE STRUCTURE DIVISION (TFSD) (E) DIRECTOR, JOINT AND EXTERNAL MATTERS DIRECTORATE SUPPORTED BY TWO DIVISIONS. 1 JOINT CAPABILITIES INTEGRATION DIVISION (JCID) 2 NAVAL CAPABILITIES DEVELOPMENT DIVISION (F) DIRECTOR, OPERATIONS ANALYSIS DIVISION (OAD) SUPPORTED BY FOUR BRANCHES. 1 ANALYSIS BRANCH 2 JOINT AND EXTERNAL ANALYSIS BRANCH 3 MISSION AREA ANALYSIS BRANCH 4 SUPPORT BRANCH (2) REVISION OF CURRENT PLANNING PROCESSES PROVIDES A COMMON FOCUS OF EFFORT ACROSS THE PLANNING STAFFS OF DEPUTY COMMANDANTS, MARFORS, AND SUPPORTING ESTABLISHMENT (SE) SUPPORTING THE IMPLEMENTATION OF NATIONAL/DOD PLANNING GUIDANCE AND THE CMC STRATEGIC VISION FOR DEVELOPMENT OF MARINE CORPS CAPABILITIES RELATIVE TO JOINT CONCEPTS AND DEFENSE PLANNING SCENARIOS. 2. CONCEPT OF OPERATIONS. WITHIN CDD, THE MID WILL DRIVE THE SYNCHRONIZATION OF COMBAT DEVELOPMENT ACTIVITIES THROUGH THE SIX INTEGRATION DIVISIONS, AND TFSD. EACH DIVISION WILL SERVE AS A FUSION CENTER FOR INTERNAL AND EXTERNAL INTEGRATION ACROSS THE PLANNING STAFFS OF THE DEPUTY COMMANDANTS, MARFORS, AND SE. THE MID WILL CONVENE A CAPABILITIES DEVELOPMENT BOARD (CDB) ON A ROUTINE BASIS CONSISTING OF 0-6 LEVEL DECISION AUTHORITY FROM THE PLANNING STAFFS MENTIONED ABOVE (IN PERSON OR THROUGH VTC) TO ENSURE THAT MAGTF INTEGRATION IS ACHIEVED. THE REVISED COMBAT DEVELOPMENT PROCESS ENCOMPASSES THREE CRITICAL DECISION POINTS IN THE FORM OF MROCS. MROCS WILL BE THE FORUM FOR OBTAINING SENIOR LEVEL LEADERSHIP GUIDANCE AND APPROVAL AS IT APPLIES TO PRIORITIZATION OF DESIRED WARFIGHTING CAPABILITIES AND IDENTIFICATION OF REQUIREMENT SOLUTIONS. 3. TASKS. A. REQUEST DEPUTY COMMANDANTS (M&RA; AVN; PP&O; I&L). (1) PUBLISH CAMPAIGN PLANS. (2) PUBLISH CAPABILITY LISTS USED TO DETERMINE CAPABILITY GAPS, SHORTFALLS, AND EXCESSES. (3) PUBLISH REQUIREMENTS LISTS USED TO IDENTIFY DOTMLPF RELATED ISSUES SUCH AS MATERIEL/NON-MATERIEL SOLUTIONS, SUSTAINABILITY, SUPPORTABILITY, SCHEDULED DELIVERY, AND AFFORDABILITY OPTIONS. (4) IDENTIFY AND PUBLISH POINTS OF CONTACT AT THE DEPARTMENT LEVEL AND SUBJECT MATTER EXPERT POINTS OF CONTACT ACROSS WARFIGHTING FUNCTIONS TO CONDUCT MAGTF INTEGRATED COMBAT DEVELOPMENT ACTIVITIES WITHIN THE INTEGRATION DIVISIONS OF CDD. (5) DEVELOP UNIVERSAL NEED STATEMENTS (UNS) FOR ALL CAPABILITY GAPS PERTAINING TO DEPUTY COMMANDANT/PROPONENT FUNCTIONAL AREA. (6) PROVIDE 0-6 REPRESENTATION AT THE CDB TO ENSURE MAGTF INTEGRATION AND SUPPORT DEVELOPMENT OF THE PRIORITIZED MAGTF CAPABILITIES LIST (MCL) AND MAGTF REQUIREMENTS LIST (MRL). B. REQUEST MARFOR AND SUPPORTING ESTABLISMENT (SE)COMMANDERS. (1) PROVIDE SUBJECT MATTER EXPERTISE AS REQUIRED TO CONDUCT MAGTF INTEGRATED COMBAT DEVELOPMENT ACTIVITIES WITHIN THE INTEGRATION DIVISIONS OF CDD. (2) DEVELOP UNS FOR ALL IDENTIFIED CAPABILITY GAPS IN SUPPORT OF COMBATANT COMMANDER INTEGRATED PRIORITY LIST (IPL). (3) (MARFORS) SUBMIT UNS IN SUPPORT OF FORCES ASSIGNED FOR OPERATIONS AND CONTINGENCIES. (4) PROVIDE 0-6 LEVEL REPRESENTATION AT THE CDB TO ENSURE MAGTF INTEGRATION AND SUPPORT DEVELOPMENT OF THE PRIORITIZED MAGTF CAPABILITIES LIST (MCL) AND MAGTF REQUIREMENTS LIST (MRL). C. REQUEST DC, P&R PROVIDE ANALYTICAL SUPPORT TO THE DC, CD&I TO ENSURE A FISCALLY INFORMED MCL AND MRL. D. REQUEST CG, MCSC PROVIDE PROGRAM MANAGER AND ACQUISITION EXPERTISE TO DC, CD&I TO FACILITATE THE ANALYSIS OF DESIRED CAPABILITIES WITH EXISTING/FUTURE SYSTEMS CAPABILITIES. 4. COORDINATING INSTRUCTIONS A. DC, CD&I, WILL PUBLISH REVISION TO REF (D) TO DELINEATE THE REVISED EFDS. B. DC, CD&I STAFF WILL COORDINATE WITH DEPUTY COMMANDANTS, MARFORS, AND SE TO SCHEDULE BRIEFINGS ON THE NEW CAPABILITIES BASED COMBAT DEVELOPMENT PROCESS (BRIEFS TO OCCUR JANUARY/FEBRUARY 2006). C.
