Fiscal Year 2019 Fellowship, Scholarship, and Special Education Program Review Board (FSSRB)
This MARADMIN announces the Fiscal Year 2019 Fellowship, Scholarship, and Special Education Program Review Board (FSSRB), which will convene on 22-23 January 2019 to review and prioritize approximately 75 fellowships, foreign professional military education assignments, scholarships, and 400 Special Education Program/Advanced Degree Program billets. The message designates board and operational planning team assignments and tasks various Marine Corps commands and departments to provide input, update Billet Education Evaluation Certificates, and assign representatives to support the board's comprehensive review of education programs.

1. This MARADMIN announces the Fiscal Year 2019 (FY19) Fellowship, Scholarship, and Special Education Program Review Board (FSSRB), designates board and operational planning team (OPT) working group (WG) assignments, and tasks appropriate departments and commands to provide input and support to the FSSRB.<br>
1.a. The FY19 FSSRB will meet 22 and 23 January 2019 to review, validate, and prioritize approximately 75 Fellowships, Foreign Professional Military Education (PME) assignments and scholarships, and approximately 400 Special Education Program/Advanced Degree Program (SEP/ADP) billets.<br>
1.b. OPT/WG meetings began in October 2018 and will be scheduled in order to develop preliminary mission analysis and make preparations in advance of the FY19 FSSRB. Further coordination for these meetings will be conducted separately.<br>
2. Tasks <br>
2.a. FSSRB. Per references (a) through (d):<br>
2.a.1. Evaluate the utility of all Marine Fellowships, Scholarships, SEP/ADP, and Foreign PME assignments with respect to institutional costs, value, and return on investment.<br>
2.a.2. Determine Fellowship/Scholarship prioritization and optimization.<br>
2.a.3. Review post Fellowship/Foreign PME/Scholarship utilization tour policy.<br>
2.a.4. Review/analyze requests to realign SEP/ADP billets.<br>
2.a.5. Review currency and accuracy of all Billet Education Evaluation Certificates (BEECs) for SEP/ADP assignments.<br>
2.a.6. Survey Marines currently in each SEP/ADP assignments (Billet Identification Code (BIC)) and at least the last two incumbents with respect to the curriculum at the educational institution compared to the position required education skill sets.<br>
2.a.7. Solicit and consider alternative training/education venues to existing SEP/ADP programs.<br>
2.a.8. Evaluate impact of participation in SEP/ADP on Military Occupational Specialty (MOS) credibility of those selected.<br>
2.a.9. Recommend limitations on which MOSs should be eligible for those programs. <br>
2.a.10. Consider ways to maximize voluntary participation and minimize involuntary assignment to programs.<br>
2.a.11. Evaluate requirements for additional billets requiring graduate level education.<br>
2.a.12. Brief FSSRB recommendations to CMC and/or MROC as required in the spring of 2019.<br>
2.b. Occupational Field Sponsors/Fellowship, Scholarship, Foreign PME, and SEP/ADP advocates (i.e., commands/departments (CMD/DEPT) with oversight or ownership of BICs or Marines in these assignments):<br>
2.b.1. Review and update, as far as practical, all BEECs prior to 1 January 2019 per reference (d).<br>
2.b.2. Submit updated BEECs to DC, CDI (Total Force Structure Division).<br>
2.c. CMD/DEPT listed below will assign a Colonel/Civilian (CIV) equivalent member for the following Fellowship/Foreign PME/Scholarship programs, and a Captain/Major/Lieutenant Colonel or CIV equivalent for the OPT/WG. More than one member may be assigned to OPT/WG if desired (Read in two columns: CMD/DEPT and Fellow/Scholar/SEP MOS).<br>
