The bulletin provides guidance on doctrinal proponency and assigns doctrinal proponents for Marine Corps publications, ensuring that doctrine is timely, relevant, and maintained by organizations with appropriate subject matter expertise.

1. Deputy Commandant, Combat Development and Integration signed Marine Corps Bulletin (MCBul) 5603, Marine Corps doctrinal proponency assignments, on 13 Nov 2017. This bulletin supersedes MCBul 5603 of 31 Oct 2016.<br> 2. MCBul 5603 provides guidance implementing doctrinal proponency and assigns doctrinal proponents for listed publications. Marine Corps doctrine published in its doctrinal, warfighting, and reference publications includes higher order philosophical thought on warfighting, as well as principles: tactics, techniques, and procedures: and terms and symbols. Doctrinal proponency responsibility is assigned to a Marine Corps organization with the required subject matter expertise for the preparation, review, and periodic update of a doctrinal publication. It leverages the expertise of the Marine Corps supporting establishment to ensure that Marine Corps Service doctrine is appropriate and useful to the warfighting operating forces and trainers. Doctrinal proponency has proven successful when doctrine is prioritized as a Marine Corps requirement. This bulletin is a directed action to produce and maintain a cogent body of doctrine that is timely, relevant, and compelling.<br> 3. This MARADMIN is applicable to Marine Corps Total Force.<br> 4.
