Remove by Request (RBR) Process Change
This MARADMIN announces a process change for officers who wish to Remove By Request (RBR) from Command Screening Boards (CSB) and Top Level School (TLS) Board. Officers must now complete a NAVMC 10274 Administrative Action form signed by the first Marine in their fitness report routing chain in addition to the online questionnaire, ensuring leadership discussion and mentorship before opting out of screening.

1. Applicability. This MARADMIN applies to the Remove By Request (RBR) process as it pertains to the Command Screening Boards (CSB) and the Top Level School (TLS) Board. 2. Purpose. Historically officers have been afforded the opportunity to RBR from both the Colonel and Lieutenant Colonel CSBs and the TLS Board. By electing to RBR, officers can non-punitively opt out of screening for a respective board. While the option to RBR will remain, the process by which an officer elects to RBR is being changed. The intent behind this change is to ensure officers discuss the RBR decision with leadership for the purpose of mentorship and mutual understanding. 3. Process. Officers desiring to RBR will elect to do so via the required online questionnaire for the respective board. Additionally, the officer must now complete a NAVMC 10274, Administrative Action (AA) form indicating their desire to RBR. The AA form must be signed by the first Marine in the fitness report routing chain. If there is no Marine in the fitrep routing chain then the officer will use the administrative reviewer. The form must then be uploaded and submitted as part of the online questionnaire or the RBR will not be accepted and the officer will screen. 4. RBRs will still be considered non-punitive and will not be included as part of the officer's permanent record. 5.
