Change 2 to Convening of the FY25 U.S. Marine Corps Reserve Colonel Through Captain Unrestricted Reserve and Colonel Through Captain Active Reserve Promotion Selection Boards
This MARADMIN announces Change 2 to the FY25 Marine Corps Reserve promotion process for Captain ranks. Instead of convening a traditional Promotion Selection Board, eligible Reserve Captains (both Unrestricted Reserve and Active Reserve) will undergo an All-Fully-Qualified-Officers List (AFQOL) screening process where their records are reviewed to determine full qualification for promotion.

1. This MARADMIN announces a change to the promotion process in the Unrestricted Captain Reserve and Active Reserve Captain Promotion Selection Boards (PSBs) in reference (a). The change is as follows:<br> For promotion to the grade of captain, a promotion selection board will not be convened. Instead, eligible officers will undergo an All-Fully-Qualified-Officers List (AFQOL) screening process. The official military records of all officers eligible for promotion to captain will be screened to identify those officers who are fully qualified for promotion to captain. Those officers determined not fully qualified for promotion will be omitted from the AFQOL constituting a failure of selection (FOS). The provisions set forth in the reference MARADMIN are applicable to AFQOL process, to include reviewing and preparing records for promotion consideration and submission of correspondence.<br> 2.
