Authority to Issue Law Enforcement Officer Safety Act (LEOSA) Credentials

1.  Situation.  This MARAMIN authorizes HQMC (PS Div), Law Enforcement Battalions (LEBn), and installation Provost Marshal's Offices (PMO), and Marine Corps Police Departments (MCPD) to issue LEOSA credentials to qualified LEOs in accordance with the eligibility requirements set forth in Ref (d).
1.a.  Background.  Ref (a) authorizes Marine Corps Military Police (active, retired, and separated) and Marine Corps Civilian Police Officers to carry a privately owned concealed firearm.  References (b) thru (d) provide further policy, guidance, and procedures for the implementation of the federal statute.
2.  Policy.  The following policy changes are effective immediately and will be included in future revisions of Ref (d).
2.a.  Military Police and Marine Corps Civilian Police officers must be a minimum of 21 years old to be eligible for the LEOSA credential.
2.b.  Completion of the Field Training Officer (FTO) course is not required for Civilian Police Officers to receive a LEOSA credential.
2.c.  Previously issued Marine Corps law enforcement credentials are recognized as acceptable LEOSA credentials until new 926B credentials are issued.  Military and Civilian Police with previously issued Marine Corps law enforcement credentials may be authorized to carry a concealed weapon in accordance with the provisions of the references as approved by their local authorizing official provided they meet all the requirements outlined in Ref (d).  This MARADMIN, however, does not authorize the concealed carry of a personally owned firearm aboard any Marine Corps installation regardless of the type of credential.
2.d.  Upon issuance of a LEOSA 926B credential, the LEO will surrender their previous credential to their local LEOSA Credential Program Manager or HQMC PS Division, as appropriate.
3.  Execution.
3.a.  Military and Civilian Police officers assigned to a LEBn, PMO, or MCPD may submit application packages to their command LEOSA Credential Program Manager for a 926B credential.
3.b.  Military Police not assigned to a LEBn, PMO, or MCPD may submit applications to Headquarters Marine Corps Law Enforcement and Corrections Branch (PSL) by visiting www.usmcleosa.com and following the prompts.
3.c.  Retired and separated Military and Civilian Police Officers may submit applications for a 926C credential to Headquarters Marine Corps Law Enforcement and Corrections Branch (PSL) by visiting www.usmcleosa.com and following the prompts.  Note, applications for 926C credentials will only be accepted once the Department of the Navy (DON), Office of Personnel Management (OPM) has approved the collection of civilian personally identifiable information (PII), and will be announced via a future MARADMIN.
4.  Signal.  This MARADMIN is applicable to Active and Reserve component, and Marine Corps Civilian Police Officers.
