Update to Meritorious Promotion Policy to Cpl and Sgt in the Active Component
This MARADMIN updates the meritorious promotion policy for corporals and sergeants in the active component, effective October 1, 2022. The update provides commanders with greater flexibility by allowing unused meritorious promotion quotas to be redistributed from subordinate commands to higher headquarters for reallocation within their enterprise. Additionally, MEU commanders receive dedicated quarterly promotion quotas, and rifle squad competition winners do not count against command allocations.

1. Achieving the Commandant of the Marine Corps' (CMC) vision requires that we incentivize the most talented and high performing individuals to remain in the service. Meritorious promotions play a role in this effort by enabling commanders to select high performers for early advancement. The goal of this update is to provide commanders with more flexibility and the ability to redistribute unused allocations among subordinate commands.<br> 2. This Marine Administrative Message (MARADMIN) serves as an update to reference (a) and announces a provision for the reallocation of unused quotas among commands.<br> 2.a. Effective 1 October 2022 (1st Quarter Fiscal Year 2023), meritorious promotion allocations to corporal and sergeant as outlined in par 4103 of reference (a), are hereby modified.<br> 2.b. Unused quotas will be forwarded from a subordinate command to the next higher headquarters to be redistributed to other subordinate commands within the higher headquarters enterprise. For example, if 2d Marine Aircraft Wing has two unused quotas for promotion to sergeant, those unused allocations will then be returned to II MEF for internal redistribution.<br> 2.c. The higher headquarters will be able to retain all unused allocations until the end of each fiscal year.<br> 2.d. MEU commanders are granted one promotion quota to sergeant and one to corporal per quarter for personnel of attached units. These allocations will not count against the parent commands' quarterly quotas.<br> 2.e. Winners of the annual rifle squad competition who are meritoriously promoted to sergeant and below will not count against their command allocations for the quarter in which they are effected.<br> 3.
