Update #2: Extension of Defense Language Proficiency Test (DLPT) Scores Through Operational Impacts of 2019 Novel Coronavirus (COVID-19)
This MARADMIN extends Defense Language Proficiency Test (DLPT) scores and Foreign Language Proficiency Bonus (FLPB) entitlements due to COVID-19 impacts on testing availability. All DLPTs with expiration dates between 16 March 2020 and 1 January 2021 are extended until 1 April 2021, with corresponding FLPB payments also extended to match the new test expiration dates.

1. This MARADMIN provides supplemental guidance to references (a) and (b) and supersedes guidance published in references (c) and (d). 2. Background. 2.A. Many education centers across the Marine Corps continue to be closed or have limited availability to offer testing as part of the COVID-19 response. Further, the capacity of the other Services' and Agencies' testing centers will remain limited for the foreseeable future, impacting Marines not stationed at Marine Corps installations. 2.B. References (c) and (d) extended all Defense Language Proficiency Tests (DLPT) that expired between 16 March 2020 and 1 September 2020 until 1 December 2020. 3. Execution. 3.A. In accordance with ref (b), all DLPTs, including the Oral Proficiency Interview, with an expiration date between 16 March 2020 and 1 January 2021 have been extended until 1 April 2021. 3.B. Per ref (e), Marines who are entitled to a Foreign Language Proficiency Bonus (FLPB) are required to recertify annually by taking the DLPT. Due to the limited capacity for Marines to recertify, all previously authorized FLPB entitlements have been extended to match the amended test expiration dates. 3.C. Marines whose test scores are extended must plan to test prior to 1 April 2021 in order to prevent a break in FLPB payments. Testing centers will have very limited capacity to conduct DLPTs once they reopen following the COVID-19 restrictions. 4. Administration and Logistics 4.A. As the response to COVID-19 evolves, DLPTs will continue to be extended until normal operations resume at testing centers. 4.B. DLPT Extensions for COVID-19 responses are processed by Headquarters Marine Corps with no action required of the individual Marine. Marines must review their records for accuracy and contact ForeignLanguageProgram@usmc.mil if there are any questions. 5. Command and Signal. 5.A. Command. This MARADMIN applies to the Total Force. 5.B. Signal. This MARADMIN is effective upon release. Ensure widest dissemination. 6. Release authorized by BGen M. G.
