Implementation of Executive Order on Combating Race and Sex Stereotyping

This MARADMIN implements an Executive Order on Combating Race and Sex Stereotyping by suspending all diversity and inclusion training for both civilian and military Marine Corps personnel until such training can be reviewed and certified as compliant with the Executive Order. Basic Equal Employment Opportunity (EEO) training required by law may continue if not augmented with prohibited divisive concepts, and commands may submit requests to certify training through the Assistant Secretary of the Navy (Manpower and Reserve Affairs).

1.  This MARADMIN provides guidance to Marine Corps personnel, employees, and commands on the implementation of the Executive Order on Combating Race and Sex Stereotyping (reference (a)).  In accordance with references (c) through (f) and to ensure the Marine Corps is in compliance with reference (b), effective immediately:<br>
1.a.  The Marine Corps will continue to suspend all civilian personnel training relating to diversity and inclusion.  Prior to resuming such training, it must be reviewed and cleared by the Office of Personnel Management for compliance with reference (a) and certified as compliant by the Secretary of the Navy.  Equal Employment Opportunity (EEO), Basic EEO, and EEO Counselor training that is required by law and/or regulation and not augmented with any of the divisive concepts prohibited by reference (a), may continue.  Any expenditure by the Department of the Navy on diversity and inclusion training for civilian employees must be approved in advance by the Office of the Assistant Secretary of the Navy (Manpower and Reserve Affairs) (ASN (M&RA)) via Manpower Plans and Policy Division (MP Division), M&RA.<br>
1.b.  The Marine Corps will continue to suspend all military training relating to diversity and inclusion.  Such training includes, but is not limited to, Equal Opportunity Representative courses, Senior Leader Workshops, and unconscious bias training.  Prior to resuming such training, ASN (M&RA) must certify it is compliant with reference (a).  Prohibited Activities and Conduct Order (MCO 5354.1E) compliance training is not affected by this MARADMIN provided it is not augmented locally with any of the divisive concepts prohibited by reference (a).<br>
2.  Per paragraph 2.e of reference (f), commands may submit requests to certify training to ASN (M&RA) via the Opportunity, Diversity, and Inclusion Branch, MP Division, M&RA.<br>
