FY21 Civilian Annual Mandatory Training
MARADMIN 720/20 establishes the FY21 annual mandatory training requirements for Marine Corps civilian employees, organizing ten required training courses by month and associating them with relevant awareness months. All appropriated fund civilian employees must complete these training requirements within specified timeframes, with training to be documented in the Total Workforce Management Services (TWMS) system.

1. Situation: Mandatory training is identified as critical to the development of employees of the Marine Corps, mandated by statute, or required by policy, and must be completed within the required timeframes. The Director, Manpower Plans and Policy is the lead advocate for Civilian Employee Compliance Training
2. Mission: To publish a comprehensive listing of required annual civilian training contained in reference (a) and directed by reference (b), which creates efficiencies in training and optimizes time available to unit commanders.
3. Execution:
3.a. In order to provide focus on civilian individual training requirements and drive compliance with statutory requirements, Civilian Workforce Planning and Development Branch (MPC 30) tied mandatory annual training with an associated awareness or prevention month.

3.b. Identified courses are recommended, but not required, to be completed in their associated months. Commanders may direct additional training, as required.
3.c. Additional mandatory training requirements exist for supervisors and new employees. A comprehensive and authoritative list of all training may be found at https://www.manpower.usmc.mil/WFD.
4. Administration and Logistics: Training is recommended to be completed in the Total Workforce Management Services (TWMS), Navy eLearning, or by Command mandatory training stand-downs. Command delivered training or training taken through other sources must be documented in TWMS.
