FY21 First Term Alignment Program (FTAP) Quality Marine Identification (QMI) Eligibility Requirements
This MARADMIN announces updated eligibility criteria for the FY21 First Term Alignment Program (FTAP) Quality Marine Identification (QMI) program, which authorizes 100 reenlistment spaces for first-term Marines in closed Primary Military Occupational Specialties (PMOS). Marines must meet specific tier requirements and have no core values violations to be eligible for Commanding General-endorsed QMI reenlistment requests.

1. Purpose. To announce updated changes to the submission criteria under the Quality Marine Identification (QMI) program. 2. Situation. The Fiscal Year (FY) 2021 Active Component Accession and Retention Plan authorizes 100 QMI spaces. This total may not be exceeded. The FY21 FTAP reenlistment period began on 7 July 2020 and continues through 30 September 2021. During this period, as a Primary Military Occupational Specialty (PMOS) reaches 100 percent executed, Marines in that PMOS are eligible to submit a Commanding General-endorsed QMI reenlistment request to MMEA. 3. QMI eligibility requirements are: 3.a. Computed Tier III or above (computed at time of fiscal year initial pull of 5 July 2020). 3.b. Must meet all reenlistment prerequisites as defined in Chap 4, para 5 of ref (a), to include having no core values violations, no incidents of domestic violence, nor any violations of ref (c). 4. QMI spaces are allocated as follows: 4.a. Each Commanding General is authorized to submit up to two QMI requests per PMOS. Any additional requests will be returned with no action taken. 4.b. QMI spaces are historically limited to a maximum of 10 per PMOS. Career Planners must monitor the boatspace report for most current status of QMI submissions. 4.c. CMC MMEA has the authority to close a PMOS for QMI submissions at any time based on the number of submissions. Suspension of QMI submissions will be published via the Total Force Retention System. 5.
