FY21 First Term Alignment Plan (FTAP) Command Retention Mission
This MARADMIN announces the FY21 First Term Alignment Plan (FTAP) Command Retention Mission, assigning specific retention targets for infantry (03XX) and Joint Strike Fighter (JSF) Military Occupational Specialties to six Major Commands. The mission aims to fill 244 remaining boatspaces for 03XX MOSs and 86 boatspaces for JSF MOSs, with execution running from message release through June 30, 2021.

1. Purpose. To announce the implementation of the Command Retention Mission for Fiscal Year 2021 (FY21) First Term Alignment Plan (FTAP) cohort and to assign targeted retention missions to the 03XX and Joint Strike Fighter (JSF) Primary Military Occupational Specialties (PMOS) to the following Major Commands: 1st MARDIV, 2D MARDIV, 3D MARDIV, 1st MAW, 2D MAW, and 3D MAW.<br> 2. Background.<br> 2.a. The remaining eligible 03XX FY21 FTAP cohort consists of 5,350 Marines. The remaining eligible JSF PMOSs cohort consists of 223 Marines; this number includes like-MOS populations that are eligible for lateral move into a JSF PMOS. There are currently 244 boatspaces remaining for the FY21 03XX FTAP and 86 boatspaces remaining for the FY21 JSF FTAP retention campaign. The Commandant of The Marine Corps' emphasis on Force Design, 2030 demands that commanders apply renewed attention to ensure that the force retains sufficient Marines in critical PMOSs. Accordingly, the below mission is assigned to focus that effort and ensure that all of the remaining PMOSs are filled. Henceforth, unit commanders should anticipate receiving similar retention missions upon commencement of each year's retention campaign.<br> 2.b. Leaders at every level share responsibility for Marine Corps retention efforts. Identifying talented FTAP Marines and encouraging their reenlistment is essential to achieving retention success. The mission in paragraph 3 below is based upon the remaining eligible FTAP population in each Command by targeted PMOS and, thus, does not include the Marines from the FY21 cohort that have already re-enlisted or separated.<br> 3. The allocations listed above are targeted missions for the execution of a reenlistment and are not considered satisfied until each Marine accepts his or her contract. These missions supersede any previous missions, quotas or targets issued at the local or unit level. They are considered minimum requirements: commands should not cease their effort to retain talented FTAP Marines in these PMOSs once their quota has been attained. Commanders maintain the responsibility for identifying qualified Marines and encouraging them to submit for retention and continue their service.<br> 4.b. FTAP Marines who execute a lateral move to a PMOS listed in paragraphs 3.d-3.f, will count as a reenlistment in the MOS to which they laterally move into.<br> 4.b.1. 4.b.1. FY21 FTAP Marines who do not receive a boatspace in PMOS 61XX, 62XX, or 63XX, and are lateral move eligible for PMOSs in paragraphs 3.d-3.f will be screened by Manpower Management Enlisted Assignments for lateral move (LATMOV) to the appropriate JSF MOS. If a Marine is found to be fully qualified for LATMOV to the JSF MOS, they will receive a LATMOV approval on their reenlistment request. Marines will be required to accept or decline the LATMOV authority in accordance with normal retention timelines. <br> 4.c. In order to expedite Command Retention Mission reenlistments, Unit Career Retention Specialist shall ensure the following verbiage is included in the reenlistment request, "This reenlistment is in support of the FY21 Command Retention Mission." <br> 4.d. Units are encouraged to contact the POC with lessons learned and recommendations for future implementation.<br> 4.e. The Command Retention Mission is an addition to Reference B, all authorities and requirements remain the same. Contact your Unit Career Planner for reenlistment and lateral move bonus eligibility outlined in Reference C. <br> 4.f. Due to the importance of the Command Retention Mission, Director Manpower Management is the dissaproval authority.<br> 5. Timeline.<br> 5.a. Execution window for the Command Retention Mission is from release of this message to 30 June 2021.<br> 5.b. If at any point an MSC determines it is unable to meet their mission Manpower Management Enlisted Assignments must be notified immediately<br> 5.c. No later than (NLT) 15 February 2021, MSCs will provide an in progress review number (IPR) 1 to Manpower Management Enlisted Assignments. Format will be released via Total Force Retention System message.<br> 5.d. Post IPR 1 an update to the Command Retention Mission will be released, if necessary.<br> 5.e. NLT 19 April 2021, MSC Career Planners will provide IPR 2 to the Branch Head of Manpower Management Enlisted Assignments.<br> 6. This MarAdmin is not applicable to the Marine Corps Reserve.<br> 7.
