Fiscal Year 2005 (FY05) Retention Status as of 1 April 2005
This MARADMIN provides a mid-year update on FY05 retention efforts as of April 1, 2005. The Marine Corps has achieved 88.5% of its First Term Alignment Plan (FTAP) goal of 5,951 reenlistments and is on track to meet its Subsequent Term Alignment Plan (STAP) goal of 5,079 career Marines. The message emphasizes the importance of leadership engagement in retention efforts and highlights specific programs including the Selective Reenlistment Bonus Program (SRBP), Broken Service SRB Program, and MV-22 lateral move opportunities.

FOR MANY COMBAT AND COMBAT SERVICE SUPPORT MOS' WE NEED TO CONTINUE TO REENLIST OUR OUTSTANDING MARINES SO THAT WE ACHIEVE OUR FIRST TERM ALIGNMENT PLAN (FTAP) MISSION WITH THE SAME HIGH QUALITY MARINES AS IN THE PAST. PER REFERENCES A THROUGH F, IT IS IMPORTANT THAT WE ACHIEVE OUR TARGET OF 5,951 FTAP REENLISTMENTS FOR THE CURRENT FY. 2. AT THE MIDPOINT OF THE FISCAL YEAR AND AS OUR FORCES COMPLETE THEIR TURN OVER IN IRAQ, AN UPDATE ON RETENTION IS IN ORDER. THE MARINE CORPS HAS EXECUTED 88.5% OF ITS FIRST TERM GOAL WHICH IS ON TRACK WITH LAST YEARS EFFORT. THE FY05 SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP) CONTINUES TO BE INCREDIBLY SUCCESSFUL IN HELPING OUR MARINES IN REENLISTMENT DECISIONS. OUR SUBSEQUENT TERM ALIGNMENT PLAN (STAP) ALSO REMAINS STRONG AND IS ON TRACK TO ACHIEVE ITS GOAL OF RETAINING 5,079 CAREER MARINES, MOST IMPORTANTLY WE ARE ACHIEVING A NEAR PERFECT MOS MATCH FOR BOTH FTAP AND STAP. 3. COMMANDERS, SERGEANTS MAJOR, AND CRS' AT ALL LEVELS ARE THE LYNCHPIN TO A SUCCESSFUL FTAP AND YOUR COLLECTIVE INFLUENCE WITH THE MARINES OF YOUR UNIT REMAINS KEY. ENCOURAGE YOUR MARINES TO LOOK BEYOND THEIR RECENT OR CURRENT OPERATIONAL TEMPO AND TAKE STOCK IN THE TREMENDOUS PRIDE AND OPPORTUNITIES THAT A MARINE CORPS CAREER HAS BY "STAYING MARINE." DUTIES SUCH AS I&I, SCHOOL INSTRUCTOR, BASES/STATIONS, AND SPECIAL DUTY ASSIGNMENTS (SDA) PROVIDE NEW OPPORTUNITIES AND A CHANCE TO SPEND MORE TIME WITH FAMILIES. THE CMC (MMEA) REMAINS COMMITTED TO WORKING ONE-ON-ONE CASES TO SUPPORT YOU AND YOUR MARINES SO THAT WE CAN RETAIN OUR BEST AND BRIGHTEST. 4. THE BROKEN SERVICE SELECTIVE REENLISTMENT BONUS PROGRAM (BSSRBP) OFFERS RECENTLY DISCHARGED MARINES (WITHIN 91-365 DAYS AFTER THEIR EAS) 60% BONUS PAY OF ACTIVE DUTY ZONE A MULTIPLES UNDER GUIDELINES LISTED IN REF E. HOWEVER, MARINES MUST TAKE ADVANTAGE OF SRBP SOON IN ORDER TO GARNER THE MONETARY BENEFITS AND STAY MARINE. 5. THE CMC (MMEA) HAS INTRODUCED A RECENT INITIATIVE TO ALLOW MORE MARINES THE OPPORTUNITY TO EXECUTE LATERAL MOVES INTO THE MV-22 FIELD. REF F PROVIDES ADDED DETAILS. MARINES WITH SPECIFIC MOS' LISTED IN THE MARADMIN WILL RECEIVE THE SRBP FOR THE LATMOVE MOS. THE INCREASE IN QUALIFYING MOS' THAT RATE A BONUS FOR THE LATERAL MOVE ENSURES OUR QUALITY MARINES ARE REENLISTING TO SUPPORT THE FUTURE OF THIS VITAL PROGRAM. 6.
