Guidance for Preparation of Overseas Counter-Small Unmanned Aircraft Systems Approval Package

1. In accordance with reference (a), the Marine Corps is required to develop and promulgate policy regarding the deployment and operation of a Counter-Small Unmanned Aircraft System (C-sUAS) aboard Marine Corps installations.<br>
2.  Situation.  Provide uniform policy and procedures for the deployment of a C-sUAS aboard Marine Corps installations located outside the United States, including U.S. Territories and Possessions (hereinafter, the United States).<br>
A. This MARADMIN provides guidance and requirements, not reflected in reference (b), specific to the deployment and operational use of a C-sUAS for Marine Corps installations outside the United States. This MARADMIN modifies and further updates information contained in reference (c).<br>
B. Pending Department of Defense (DoD) policy updates, information and guidance contained in this message and reference (b) will be included in a designated C-sUAS Marine Corps Order.<br>
C. In accordance with reference (a), the Marine Corps is required to coordinate all C-sUAS deployments to Marine Corps installations located outside the United States with the cognizant Geographic Combatant Commander (GCC).<br>
3. Mission.<br>
A. Installation commanders will follow guidance contained in reference (b) and this MARADMIN prior to the deployment of any C-sUAS capability aboard Marine Corps installations outside the United States.<br>
B. An Overseas C-sUAS Approval Package (OCAP) is required to be routed, via the chain of command, to the cognizant GCC for approval of C-sUAS operations prior to the deployment and operation of C-sUAS aboard Marine Corps installations outside of the United States.<br>
C. The mission sets identified in reference (d) will serve as the basis of prioritization for facilities and assets.  Further asset and facility protection prioritization will be based on the installation commander's recommendation to the regional Marine Corps Installations Command (MCICOM) Commander which must be approved by the Commander MCICOM prior to submission to DC I&L and DC PP&O for final review and approval.<br>
4.  Execution.<br>
A. The affected installation commander is responsible for developing and staffing a package, containing all required information in paragraph 4.D., requesting authority to deploy and operate a C-sUAS capability.  <br>
B. The affected installation commander is responsible for ensuring that the commander's memorandum requesting authority to operate a C-sUAS capability aboard the installation addresses U.S. Forces and GCC guidance related to the deployment of C-sUAS capabilities in the applicable GCC area of operations.<br>
C. The commander's memorandum will include an OCAP as an enclosure.<br>
D. The OCAP is required to include the following enclosures addressing specified subject matter:<br>
D.1. Electronic attack approval ensuring C-sUAS capabilities do not disrupt, degrade, or destroy current electronic systems capabilities aboard an installation. <br>
D.2. Electromagnetic spectrum de-confliction ensuring C-sUAS capabilities do not interfere with designated frequencies assigned to electronic systems aboard an installation.<br>
D.3. Temporary Flight Restrictions, Special Security Instructions, and Notice to Airmen documentation ensuring an understanding of airspace use, authorities, and designations related to the deployment and use of C-sUAS capabilities on or around flight lines in accordance with host nation agreements (HNAs), DoD, GCC, and Marine Corps guidance.<br>
D.4. Weapons systems legal review ensuring the defeat capability aligned with the system has been approved for use by U.S. forces in accordance with DoD, GCC, and Marine Corps guidance.<br>
D.5. Technology coordination with the Deputy Commandant, Combat Development and Integration to ensure the planned C-sUAS capabilities do not conflict with the Marine Corps designated program of record for C-sUAS.<br>
D.6. Communication Strategy (COMMSTRAT) coordination addressing HNAs and, DoD, GCC, and Marine Corps guidance related to providing public awareness of C-sUAS operations aboard Marine Corps installations outside of the United States and within the GCC AOR.<br>
D.7. Adjacent local, regional, and federal law enforcement agency information sharing and coordination in accordance with HNA, DoD, GCC, and Marine Corps guidance.<br>
D.8. Commander's concept of operations (CONOPS) providing operational guidance to persons responsible for monitoring and employing C-sUAS capabilities.  Commander's CONOPS will include rules of engagement/rules for the use of force in accordance with guidance contained in reference (e) and any applicable GCC guidance; authorized areas of C-sUAS operations; systems monitoring and operational authorities; higher headquarters notification and reporting procedures for C-sUAS use; protection of personally identifiable information; HNA considerations, DoD, GCC, and Marine Corps regulatory guidance.<br>
E. Routing. Marine Corps installation commanders located outside of the United States are required to staff the OCAP to the cognizant GCC in accordance with reference (a).<br>
E.1. Marine Corps installation commanders located outside of the United States are required to staff the OCAP to COMMCICOM, via their respective MCICOM regional commander, for endorsement.<br>
E.2. COMMCICOM will provide the endorsed OCAP to the cognizant MARFOR component commander to endorse and forward to the GCC for approval.<br>
E.3. Upon approval of the package by the relevant GCC, the cognizant MARFOR is required to provide a copy of the completed OCAP to COMMCICOM and Deputy Commandant, Plans, Policies, and Operations.<br>
F. The subject of reference (b) is hereby amended to read, "Interim Policy for Counter-Small Unmanned Aircraft Systems Operations Inside of the United States and U.S. Territories and Possessions."<br>
5.  Administration and Logistics.<br>
A. This MARADMIN is applicable to the Total Force.<br>
B. Installation personnel requiring assistance with package development should direct all inquiries to the message points of contact.  Requests for information and support must be coordinated, as information associated with this subject matter must be transferred via the secure internet protocol router.<br>
C. Commanders are directed to ensure proper classification markings are applied.<br>
