Change 1 to the Fiscal Year 2023 Selective Retention Bonus (SRB) Program and FY23 Broken Service SRB (BSSRB) Program
This MARADMIN announces changes to the Fiscal Year 2023 Selective Retention Bonus (SRB) and Broken Service SRB programs, expanding lateral move eligibility to additional PMOSs, modifying kicker eligibility and bonus amounts for various military occupational specialties, and adjusting career progression requirements. The changes are effective immediately and remain in effect until September 30, 2023.

1. Purpose. This MARADMIN announces changes to reference (A) and remains in effect until 30 September 2023 or otherwise stated. 2. Background. Retaining quality, proven Marines in the right PMOS is critical to meet Fleet Marine Force mission requirements. The emergent Force Design 2030 capabilities and evolving retention environment requires Commanders to be actively involved in retention and lateral move efforts. This FY23 SRB plan will change to meet the developing personnel requirements. Other than the changes outlined in section 3, all authorities directed in reference (A) remain in effect. References (B) through (E) contain amplifying information regarding the SRB program. 3. Changes and Clarifications: 3.a. Lateral Move eligibility. The following Zone A PMOSs are hereby designated, in addition to those outlined in reference (A), as lateral move (LM) eligible with respective bonuses: 0231, 0261, 0311, 0313, 0352, 0451, 0627, 0631, 0671, 1833, 2141, 2147, 2161, 2871, 5939, 5979, 6074, 6124, 6132, 6156, 6423, 6432, 6694, 6842, 7212, and 7236. Furthermore, Marines in current and historical fast filling PMOSs: 0111, 0331, 1341, 1345, 2131, 2311, 3051, 3152, 3531, and 7041 are highly encouraged to seek lateral move opportunities to continue their Marine Corps service. LM prerequisite waivers will be considered for all proven Marines who request a LM. Marines should contact their unit career planner for more information on the LM process and all PMOSs eligible for LM. 3.b. Kickers. 3.b.1. FMF Squad Leader Kicker. In addition to the current PMOSs and MCCs outlined in paragraphs 3.b.6. and 3.b.6.b of reference (A), PMOS 0321 and MCCs 1R1, 1R4, 1R2, 1R5, 1R3, 1R6 are now eligible for the 24- and 36- month kicker. All other requirements remain. 3.b.2. 72-month Lateral Move (LM) Kicker. Marines with an ECC in FY24 who reenlist under the Early Reenlistment Program are eligible for the 72 Month Lateral Move Kicker upon start of the Early Reenlistment Program, 1 December 2022. Eligibility requirements for the FY24 Cohort Out-Of-Fiscal-Year Early Reenlistment Program remain as outlined in para 3.a of reference (A). 3.b.3. Aviation Maintenance Kicker. Para 3.b.3 of reference (A) currently lists 35 eligible MCCs that rate the Aircraft Maintenance Kicker (AMK). MCC "UCK" is removed from the list and corrected to state "UCL". Additionally, Lance Corporals in PMOS 6282 are eligible for the AMK. 3.c. Bonus changes. 3.c.1 Zone A PMOS bonus eligibility changes. Paragraph 3.m of reference (A) is hereby changed to the below. Changes include a 5821 LM bonus for Corporals and increased bonus amounts for 6222 and 6282. Class registration as a requirement to be eligible for a CP SRB is hereby removed for Marines currently serving on a SDA or slated to attend a SDA due to the inability to register or attend the PMOS producing course. Marines in the previously prescribed PMOSs with the IMOS are still eligible to reenlist under the IMOS. The bonus payment for Career Progression PMOSs will not be made at the time of reenlistment but upon successful completion of PMOS training and subsequent award of the PMOS during the respective reenlistment. 4. Retroactive bonus payments are prohibited per reference (E). 5. This bulletin is not applicable to the Marine Corps Reserve. 6. This bulletin cancels on 30 Sep 2023. 7.
